Trillanes calls for the establishment of Emergency Management Agency

Senator Antonio “Sonny” F. Trillanes IV pushes for the passage of Senate Bill No. 819, the bill establishing an Emergency Management Agency, a permanent, full-time national agency under the Office of the President, which shall replace the existing National Disaster Risk Reduction and Management Council (NDRRMC).

 

In a hearing by the Senate committee on National Defense and Security, Trillanes, committee chairman, said that “RA 10121, or the law which created NDRRMC, has its own share of problems. Being under the Department of National Defense, it allocates funds from the small budget slice of DND.”

 

“Also, under the current set up, the Secretary of National Defense serves as the head of NDRRMC. But because of the full-time demand of the National Defense, he can only focus on the NDRRMC during calamities.”

 

Under SBN 819, the proposed EMA would be directly under the Office of the President, enabling it to utilize more resources, and initiate firmer policy actions.  

 

“Unlike NDRRMC which is limited to natural calamities, EMA defines national emergency situations to include man-made disasters like fire, disease outbreak, etc.,” Trillanes added.

 

The EMA shall cover all aspects of emergency situations. The agency will be in charge of formulating policies aimed at reducing the risk of disasters, mitigating possible damage to life and property, initiating rapid and effective response to disasters, and effectively managing post-disaster recovery. The EMA will also be tasked to develop a comprehensive national emergency and disaster preparedness plan.

 

“Our country, being vulnerable to all sorts of calamities and emergencies, demands that we elevate our disaster preparedness and mitigation response mechanism by creating a permanent, full-time agency such as EMA,” Trillanes explained.#

Itinutulak ni Senador Antonio “Sonny” F. Trillanes ang pagsasabatas ng Senate Bill No. 819 na siyang magtatatag ng Emergency Management Agency, isang permanente at full-time na ahensiya sa ilalim ng Office of the President at siyang papalit sa ngayo’y National Disaster Risk Reduction and Management Council (NDRRMC).

 

Sa isang pagdinig na isinagawa ng Senate Committee on National Defense and Security, sinabi ni Trillanes, tagapangulo ng komite, na maraming nakikitang problema sa RA 10121 o ang batas na lumikha sa NDRRMC na nangangailangan ng amyenda. Aniya, bilang isang tanggapan sa ilalim ng Department of National Defense, nakikihati pa ito mula sa maliit na budget ng DND.

 

“Sa kasalukuyan, ang Kalihim ng National Defense ay siya ring nagsisilbing tagapangulo (chairman) ng NDRRMC. Ngunit dahil sa dami ng kanyang tungkulin sa DND, nakakatutok lamang siya sa NDRRMC sa panahon na ng mga kalamidad.”

 

Sa ilalim ng SBN 819, ang panukalang EMA ay direktang mapapasailalim sa Office of the President upang mabigyan ito ng mas sapat na pondo at kapangyarihan upang makapagpatupad ng nararapat na mga palisiya.

 

"Di tulad ng NDRRMC na nakatutok lamang sa mga natural na uri ng kalamidad, ang EMA ay mamamahala din sa iba’t-ibang uri ng national emergency situations na dulot ng tao tulad ng sunog, pagkalat ng sakit at iba pa,” dagdag ni Trillanes.

 

Ang EMA ay sasaklaw sa lahat ng aspeto ng emergency situations. Ito ay maaatasang gumawa ng mga palisiya na naglalayong bawasan ang panganib na dulot ng mga kalamidad, makaiwas sa posibilidad na pinsala sa buhay at ari-arian, magsagawa ng mabilis at epektibong pagtugon sa mga sakuna, at magpatupad ng mabisang paraan ng pagsasaayos matapos ang mga kalamidad. Ang EMA ay aatasan ding bumuo ng isang komprehensibong national emergency and disaster preparedness plan.

 

“Taon-taon  iba’t-ibang uri ng kalamidad at emergencies ang dinaranas ng ating bansa. Dahil dito, nangangailangan ng mas pinaigting na mekanismo ng disaster preparedness at mitigation response sa pamamagitan ng pagtatatag ng isang permanente at full-time na ahensiya tulad ng EMA,” paliwanag ni Trillanes. #
