Trillanes: Invest on poor, deserving students

In anticipation of the new academic year, Senator Antonio “Sonny” F. Trillanes IV filed Senate Bill No. 637 or the Comprehensive Student Loan Program.

Trillanes said, “This bill is intended to fulfill the commitment and resolve of the State, as enshrined in the Constitution, to pursue the democratization of educational opportunities for every deserving citizen and promote social and economic development for every Filipino family.”

Trillanes added that despite the government's efforts to provide quality and accessible education, a number of capable students are prevented from pursuing college degree due to their dire financial conditions. There are existing government scholarship programs for these students but, due to their limited scope and coverage, the results are still far from the government's aim.

SBN 637 seeks to strengthen CHED's educational assistance program and create a P5 Billion Student Loan Fund to be administered by an Educational Loan Fund Authority under the Commission on Higher Education. It proposes to establish a comprehensive mechanism that would allow eligible students, who are financially incapable, to apply for loan to support their matriculation, school fees, and other expenses needed for quality education.

"With this measure, we look forward to helping a number of our students who are determined to finish their studies. In the end, it is our country that will benefit from having a learned and skilled citizenry. It is just right that we invest on them," Trillanes further noted. #

Bilang paghahanda sa nalalapit na pagbubukas ng klase, sinusulong ni Senador Antonio Trillanes IV ang pagpasa ng Senate Bill No. 637 o ang Comprehensive Student Loan Program.

Ayon kay Trillanes: "Ang panukalang ito ay naglalayong tugunan ang tungkulin ng gobyerno na isaayos at bigyang oportunidad ang bawat mamamayan na makapagtapos ng pag-aaral at maitaas ang antas ng kanilang pamumuhay."

Ani Trillanes, sa kabila ng mga ginagawa ng gobyerno upang makapagbigay ng mataas na antas ng edukasyon para sa lahat, marami pa ring magagaling na estudyante ang hindi makapagtapos dahil sa kahirapan. May iba't-ibang scholarship programs para sa mga ito ngunit dahil sa limitadong bilang lamang ang nabibigyan nito, hindi pa rin tuluyang nakakamit ng gobyerno ang adhikain nito.

Nilalayon ng SBN 637 na isaayos ang educational assistance program ng Commission on Higher Education at gumawa ng limang bilyong student loan fund na pamamahalaan ng Student Loan Authority, sa ilalim ng CHED. Nais nitong magtatagtag ng isang mekanismo na magbibigay pagkakataon sa mga nangangailangan ngunit magagaling na estudyante na makapanghiram ng pera mula sa gobyerno upang makapagtapos.

"Sa pamamagitan ng panukalang ito, inaasahan nating makatutulong tayo sa maraming estudyante na patuloy na nagsisikap, sa kabila ng kahirapan, upang makapag-aral. Sa bandang huli, ang buong bansa pa rin natin ang makikinabang sa kontribusyong pwede nilang maiambag. Nararapat lamang na sila ay bigyang pansin ng gobyerno," dagdag pa ni Trillanes. #
