Trillanes realigns pork for scholarship, health assistance, AFP/PNP infra

With the removal of the Priority Development Assistance Fund in the 2014 budget, Senator Antonio “Sonny” F. Trillanes IV realigned his P200 million allocation to fund scholarship programs in different colleges and state universities, medical assistance in government hospitals, and construction of barracks of soldiers and policemen.

“The Senate has removed PDAF from the 2014 budget. However, I decided to realign the supposed PDAF allocation to the Department of Health, Commission on Higher Education, Technical Education and Skills Development Authority, Armed Forces of the Philippines, and Philippine National Police, so that our constituents and advocacies  won’t be compromised with the removal of PDAF,” said Trillanes. 

According to the amendments proposed by Trillanes, his P200 million-PDAF will be redistributed to the following agencies: 

•      Department of Health (hospitalization and medical assistance) – P102,450,000
•      Commission on Higher Education (scholarships to colleges and state universities nationwide) – P36,200,000 
•      Technical Education and Skills Development Authority – (Training for Work Scholarship Program) – P4,000,000 
•      Department of National Defense (construction/rehabilitation of barracks of the different service commands of the AFP) – P49,940,000
•      Philippine National Police (construction/rehabilitation of barracks) – P7,400,000

Trillanes added that: “I could have opted to join the bandwagon of deleting the P200 million from the budget but this will be an afterthought and will not achieve anything aside from trying to look good in the media. Worse, it will show utter insensitivity to the needs of the poor and the marginalized sectors. Besides, public outrage is directed to those who stole from the public funds whereas, I have been transparent on where I allocated my previous PDAF, which is posted on my website (www.trillanes.com.ph); and based on the monitoring and evaluation of my office, our countrymen have greatly benefited from it. #

Sa pag-alis ng Priority Development Assistance Fund (PDAF) sa 2014 budget, nagdesisyon si Senador Antonio “Sonny” F. Trillanes IV na ilipat ang kanyang Php 200 milyong alokasyon upang ilaan sa scholarship programs sa iba’t- ibang pampublikong kolehiyo at unibersidad, tulong medikal sa mga pampublikong ospital at konstruksyon ng mga kwartel/barracks para sa mga sundalo at pulis.

 

“Tinanggal ng Senado ang PDAF mula sa 2014 budget, gayunman, nagdesisyon akong ilipat ang aking alokasyon para sa PDAF sa Department of Health, Commission on Higher Education, Technical Education and Skills Development Authority, Armed Forces of the Philippines, at Philippine National Police, upang ang ating mga adbokasiya at mga nangangailangang kababayan ay hindi makompromiso sa pagkakatanggal ng PDAF,” ayon kay Trillanes.

 

Ayon sa amyendang isinumite ni Trillanes, ang kanyang Php 200 milyong PDAF ay ipamamahagi sa mga sumusunod na ahensiya:

•              Department of Health (pagpapa-ospital at tulong medikal) –Php102,450,000

•              Commission on Higher Education (scholarship sa mga pampublikong kolehiyo at unibersidad) – P36,200,000

•              Technical Education and Skills Development Authority – (Training for Work Scholarship Program)  – P4,000,000

•              Department of National Defense (konstruksyon at rehabilitasyon ng mga kwartel/barracks sa iba’t-ibang service commands ng AFP) –P49,940,000

•              Philippine National Police (konstruksyon at rehabilitasyon ng mga kwartel/barracks) – P7,400,000

 

Dagdag pa ni Trillanes: “Maari akong gumaya sa ginawa ng iba na tuluyan nang tanggalin ang Php 200 milyon mula sa badyet ngunit naisip ko na wala itong maidudulot bukod sa “pagpapa-pogi.” Higit pa rito, nagpapakita ito ng kawalan ng malasakit at paki-alam  sa mga pangangailangan ng mahihirap at marginal na sektor.
